Why do both Putin and Zelensky need an 'off ramp' in the Ukraine peace negotiations?
Both leaders need an off ramp to navigate the difficult peace process while saving face with their respective populations. Putin needs to demonstrate to his people that Russia gained something worthwhile from the conflict despite its enormous cost. Similarly, Zelensky requires a way to explain territorial concessions to Ukrainians by positioning himself as having the deal forced upon him by outside powers like the United States. This diplomatic strategy allows both leaders to accept a compromise without appearing to have capitulated. For Zelensky specifically, having the US play the 'bad guy' by cramming down the deal might actually provide the political cover he needs to accept terms that include losing territories that most parties, including the Biden administration, recognize Ukraine cannot realistically reclaim.
